@Charlene Isoh as @Katie Heer has mentioned, make sure you do plenty of research. Philadelphia can be very block by block, especially some of the neighborhoods you've mentioned. 

In addition to the tools listed, I use Google maps to also learn an area. 

Since you're a short bus/train ride away, I'd make a weekend out of it and visit the neighborhoods yourself. Best of luck!

I use city data a lot to find out about the demographics of an area. I'd copy and paste the link for you but I'm on my phone. Just google city data and it should be the first one.

Here there are plenty of resources such as blog and forum posts, podcasts etc. The podcasts are a great way to learn (the most recent one is with a guy from Maryland, so something that would definitely interest you). Kyle Leinhart are you looking into single family, multifamily, apartment complexes? If you're willing to move, you could always look into house hacking. Live in one unit and rent out the other rooms/units. If you choose to go down this route, you can use an fha loan and only put down 3.5%. Just some food for thought.
