I have never heard of right of redemption actually being exercised in Philadelphia and there are a lot of properties that are sold through the auction.  Would be interested to hear of anyone's experience if they have been through the process.

You should attend the mid Atlantic conference. @Dave Van Horn hosted it last year.  It may be sold out, but if you can get in that is where you will find real investors and get to talk to them face to face.  If you have a specific focus I may be able to link you to the right person.

Instead of pulling your retirements out, move them instead to @Carl Fischer's company and then invest in syndications or lend the money.  I just saved you $25,000 in penalties and at least $25,000 in taxes.  The money I just saved you, you can lend to me. :)

Financing is plentiful these days.  Anyone can get financing are you offering that, looking for partnerships?  Or are you looking for an agent that is going to help you with the whole investing process?

Investing in Philly in general is not easy as compared to AB markets outside of philly.  You may see returns high on paper, but they will take either money for help to obtain them or time and effort.  I own a few properties in both neighborhoods and both have their pluses and minuses. The biggest plus in port richmond is that if you have to go there you can get polish sausages and perogies and they are very good.
