 There building near the medical center where you can walk into. You give them some cash and they give you a CD. I believe its department of neighborhoods. If you see one of those yellow code violation signs around town, there will be a phone number you can call. I called and got their address and went to the building. 

In Houston here - I've had success marketing to high grass code violations. Not sure if that would translate to NYC though.
