Marketing to code violations

Hi BP folks!

Was wondering, what kind of violations do you typically market to?

I started with construction violations, but then thought, if they're currently constructing...would they really be open to selling?

Now I'm thinking "boiler" or "quality of life" violations. 

Thoughts?  Advice?

In Houston here - I've had success marketing to high grass code violations. Not sure if that would translate to NYC though.
