yes, most large builders want to buy 5 lots and build 5 houses, then buy 5 more and build on those.  This is why most developers will have 3 builders working in one subdivision at one time.  The developer will not allow the builders to move to another section until the first one is done.  Also the developer will typically block sections of the subdivision for each of the builders.

Not sure about North Carolina, but in Florida, you have to give a month to month tenant at least 15 days notice.  That being said we typically wait until after they have paid that months rent (by the 5th) and serve them with a notice of non-renewal of the lease.  We just explain that they have about 3 weeks to move out.  
The best route is to have the seller remove the tenant before closing.  That is one less thing you (the buyer) has to worry about, and hold-over tenants (from old owner) are typically a pain in the butt.

Yes the city does not play around.  You will always have issues because you will not be able to split the utilities. The city motto is " where dreams come to die"..

But airbnb's do well here
