Logical explanation,  no.  Register boxes without dampers are simply cheaper.

Don't use dampers on the returns, they are passive.

I would hire them to do all units.  Jet rodding is dirty and not that expensive. 

Recently,  I designed a new system for a 22 story apartment unit,  the 6" mains at the bottom had to be replaced because of  solid grease clogs. This was caused by deferred maintenance and the tenants' diet.  

Grease will corrode your piping,  so replacement may be needed. Use PVC if allowed by code.

Jet rodding is your best option.  Chemicals can accelerate corrosion.

Create a funneling system and don't call them. 

Set up an email for rentals. Create an automatic response directing them to an online interview,  more pictures,  and video tour.

 Have them comple an online questionnaire ,  then you can see their responses and decide if you want to call them. 

Then,  only do open houses, 40% don't show up. 

Check your price, you may be low.

Check Nolo , Every Landlord's Tax Deduction Guide. I buy it every year. 

Check the Schedule E section categories,  it's not hard.  Then, I use Neat Receipt to track my receipts.

This is a tough one as you have women in both units. Unfortunately,  you can't do a DNA test to be absolutely sure. 

I would send pictures with the invoice and give them a 10 day notice (Chicago). Be clear on telling them that they are in violation of the lease and you will evict them.

In Chicago, I received a quote to power wash a two story house for about $800.  I think you can offer $400 and add $150 for the soffit.

You can detect them by seeing how much they love the pointless Rich Dad Poor Dad book or any other Kiyosaki garbage.

Don't use chemichals. Don't use the "hand snakes." 

Get a second opinion.  

Use a plumber with a camera and locator (this will even give you the invert elevation, depth).  This way you can see if the pipe is collapsed and where exactly this happend.   Have them give you a copy of the video. 

You may need to replace only portions of the sewer.
