Look into Vendee financing. VA does seller financing for veteran homes that are for sale. This website lists VA houses for sale vrmco.com

I added up additional expenses you will need which are Vacancy ($170), Property Management ($200), CAPEx ($100), property maintenance ($100). I overestimated in some of my calculations. Total expenses including monthly interest to seller is $1,460. You will only cash flow $140. To make this work here are your options. You can find a partner offer equity. Find a private money lender for the $100,000. Ask the owner if they will also finance the $100k at a different interest rate. Find resident owner who will put down 15% give the money to owner and find private lender for remaining part of the 100k. 

You need to raise rent to at least $1,000 per unit for this to work.

Use Redfin or Zillow to get an estimate. Offer 75% of the estimate to get a conversation started. Check to see who his next of kin is through skip tracing. Call and make an offer verbally including via mail. Also dig for their attorneys information if you can find it.
