You can drive around your neighborhood to look for vacant or abandoned properties. Find the owners information including phone number. Call them to inform them you want to buy their house

Go to LA County court house. You can make a CD Download of tax delinquent houses in LA County.

Change your property manager, they are not doing their job. After the change if nothing changes then you can sell it on seller finance or 1031 it.

There is nothing wrong with letting them rent your place for Airbnb. You probably should consider charging them 10% to 15% higher on rent.
