Looking at a duplex

Was driving by a duplex the other day.  A gentleman was pulling in the driveway with his mower.  So I stopped and asked who owned it and if it was for sale.  He told me a gentleman in California who died in 2015 owns the property.  He said this guy owned all kinds on property over the US and for tax purposes are going to decide what they r going to do with this property by the end of the year.  They place is going to need some love...I do not know what the price would be butets say I made them a cash offer.  How would I go about doing that? Thanks!
