In the Atlanta area they do well. Most, if not all are in older neighborhoods without a HOA and on the bus line.

More like one person on the HOA is opposed. Try to have a sit down meeting with the HOA board which may only be three people. Seek to get an understanding of what they know about ADA compliant (probably nothing), present your case in calm friendly manner. If this is not possible, take some time to get to know and be-friend the other HOA board members before you waste money with an attorney.

Hi Max, being "caring" and having a conversation with them at the door can save you.  In addition to offering "cash for keys" assure them that they can use you as a referral on their next tenant application, or offer them a short term-2 month lease. Give them a couple of options, they already know the unit got foreclosed, most people move to avoid the hassle.
