I'm with @Account Closed that neutral grayish walls with bright white trim provides a nice clean, fresh look. I'm in Florida so durable flooring is a must, but a wood-like laminate or vinyl is great. When my laminate has worn out I plan on replacing with wood-grain rectangular tile because tile is so durable and cool.
If it's in the budget then newer, matching SS appliances are a good idea or if budge it tight then at least upgrade the fridge and keep the gas stove as long as it's clean and working. I may leave the countertops as is, but start saving up for new ones when the first tenant moves out - tenants will likely wreck them (is that laminate or butcher block). I'm in the same boat there with my rental...left the laminate counters, but know that I may have to replace them down the road. Then I will go with a 15 year-sealed granite ( you don't want to have to reseal the granite every year in a rental).
White cabinets are kind of "in" right now, so you could save on that as long as they are in good condition. I may price out adding a classy tack lighting instead of the light that's there. I usually hate track lighting but I put it in my kitchen and it actually looks awesome.....has to be classy track though...not cheap crap tracks.
