They are selling as is, so they would certainly expect an inspector to find many problems. My advice would be to find a decent handyman to do a simple walkthrough. If said handyman tells you that there's nothing serious, I'd make the purchase.

I'm an investor in Chicago proper and Northwest Indiana. Covid aside, evictions have always been a nightmare in Chicago. If you're lucky, you might get a non-paying tenant out in four months. Northwest Indiana is much, much better for landlords.

Smaller community banks usually have a lot more latitude than bigger banks. Try finding one in your community. I had to search around.

Just curious, has the property value shot up tremendously in the last few months? If you think the price is artificially high, I would advise you to sell. If you make a handsome profit, you could reinvest if the market corrects itself.
