Yes, Oregon has a similar law with a couple of significant differences. 1st our annual increase is limited to 3%, as compared to 2% for California.  So a disadvantage there.  However, here in Oregon there is no tax adjustment made when the home is sold, unlike under Prop 13.  Big advantage for those buying now, because they pay the same tax rate as previous owner.

Yes, deals are challenging - very very tight inventory.  It just becomes a question if you have a a long term or shorter term strategy in mind.

 Ross Chapin is actually on Whidbey Island, about 30 miles NW of Seattle.  I use to live on Whidbey in the '80s and Ross was just getting started in his sustainable building design then.

In Oregon it is my understanding, you have to have a real estate license to trade in real estate owned by someone other than yourself. That would include wholesalers.
