Wholesale info in Oregon

I'm entering the world of real estate and looking for some guidance the legality of wholesaling in Oregon. I've looked and can't find any information regarding the sale of a contract. Is there anyone familiar with the Oregon market and would be willing to send me a link on whether or not wholesaling is legal?

And yes they started an investigation and yes this person is now licensed ..
