Wholesale info in Oregon

I'm entering the world of real estate and looking for some guidance the legality of wholesaling in Oregon. I've looked and can't find any information regarding the sale of a contract. Is there anyone familiar with the Oregon market and would be willing to send me a link on whether or not wholesaling is legal?

Well when i sent advertising from a wholesaler that I knew was not licensed and did not own the property to the state for clarification this was the response I got.

And yes they started an investigation and yes this person is now licensed ..
