You can have painter do both. 

Spray a wall then roll afterwards. 

A good painter can Spray pretty good if he has the proper tip , good quality paint, and at least 100 jobs done prior to yours.

So many factors involved,  are you protecting the flooring,  changing colors a lot lots of repairs done prior? Etc.

I would drop the rent $100 and move on to find a good family.

If you're attorney is smart and honest with you. ( that's funny).

A couple letters showing scare them out.

I  have other ways but won't say because everyone will get mad but tenant will leave quickly. ( stop paying water bill).

Most of it depends on your financial position ans condition of units.

When was the last inspection that you had?

Your tenants will either pay market rates or move in with family. 

I  bet you will lose 1 tenant  only

If you're financially in a position to get a property in NY. 

Then do it!

Get a top Agent( Realtor).

Get a great Contractor. 

Know some wholesalers. ( Get on their list).

I would talk to both tenants. 

Kids are kids!

Yes  buyvsome nice rugs that stay down on the corners .

Ask upstairs tenants to be quiet.

Ask upstairs ti see if rugs and talk helped.
