Depending on the location and amount of money your want to spend, I think Vinyl plank flooring is a great option. Water proof. Scratch resistant. Cheap and easy to install. 

Don't paint them!  When it inevitably chips, you'll need to continuously repaint. Especially when it comes time to renew your C of O!

Not a bad location. You should have no problem renting out a 4/2 for $1250 a month there. Is it right on Goodman?  Is there a driveway?

I doubt you'll get a B&L employee in there given that most employees are well compensated and the area is somewhat lower income. 

Section 8 will probably give you $950ish for it.

All that being said, unless the house is absolutely beautiful, 84k is way too much for the area.
