Hey Sean! Curious.. why do STR in Memphis? I'd recommend other markets close by like the Smokies, Blue Ridge, GA, Carolina beaches etc.

Build relationships with neighbors, friends, agents, investors, brokers, etc. and tell everyone that you're looking to buy a certain type of property and over time, stuff will pop up!

Have your agent work with the listing agent to get this done. This is abnormal and any reasonable seller and listing agent should be more than accommodating for this type of thing. 

Section 8 of the purchase and sale agreement states that you have the right to inspect and do the things you're looking to do. So this could potentially be a breach of contract and be grounds for a lawsuit.

This is common in Blue Ridge, Georgia area and the florida panhandle as well. Great way to hold on to cash and get strs going. It's worth noting that it still can take a surprising amount of money to get an STR ready to go unless it was already specifically used as an STR

I have family, friends, and clients doing this in many states throughout the country and a common theme is that this is difficult to actually regulate and enforce. I think most often this becomes an issue with HOAs so that would be the big thing to watch out for

Best thing you can do is buy in a market where the local economy and population depends on short term rentals!
