What's the norm for the area?  

Gas is preferred for the surface burners, by most cooks, while electric is generally preferred for the oven.  Gas appliances, propane or natural, usually cost more.  Dual fuel appliances cost the most.

"Set-up for both" = 220v and gas tank and piping already in place?

@Belinda R. - if the system needs to be replaced because the compressor is bad, again, that has nothing to do with the AMP rating of the breaker.  And while I'm not an HVAC guy, the statement that the "Freon converts to oil" raising an eyebrow.  I believe it's more likely that the compressor oil leaked into the refrigerant lines.  As stated before,  you might want to get a few more opinions.

Incidentally, how old is the equipment and has it been regularly serviced?

Last time I replaced a capacitor, it cost me less than $5 and just a few minutes of time.  The breaker itself wouldn't cause a power surge - it's a go between from the power coming into the house and the equipment.

It all sounds a little bit shady to me... any chance the electrician and the HVAC guys are in cahoots with each other?

Sound like you might want to get a few more opinions.
