It doesn't look to good for you. Most banks want at least 80% equity in the property. From what I have read, 70% equity will most of the time get you a guaranteed refi.

How long does it take for the bank to foreclose? Can the owner keep their house after the substitute trustee is filed if they make the back payments?

I'd do option 2. It's more work, but there's a bigger profit.

I also decided not to go with Listsource; I looked the pre-foreclosures up through the counties records of deeds. It took a really long time to do it, but I saved money.

If it's an area with lower income working families but has fairly well maintained houses then it's a good idea. On the other hand, if it's a lower income area with single unemployed people and run-down houses, it's a bad idea. Most people on Section 8 have children and expect to live in a somewhat decent neighborhood. As far as renting to Section 8 tenants, it depends on your opinions about them.
