Using the county's website is free and is all you need for what you are trying to accomplish. Otherwise, you can use skip tracing websites, but those cost.

@David Cowan How big is your list? I've found that less than 1000 names do not get consistent calls. 

Check your local laws about utilities. Some cities will consider it part of the tenancy since the water has been in your name from the beginning. 

What's the problem? Put it under contract and get a contractor out there to estimate the repairs. You're making this way too hard.

but I have a house under contract, negotiating on another house, and have 2 warm/hot leads (they previously agreed to my offer then decided not to sell).

The house is a seller financed deal. 10k down payment for a 10 year term at 4.5%. ARV: 200k. Price: 140k. Repairs: 5k

I use a person's name on the return address. When they call they are greeted with the name of the business. Don't put off sending mail just because you can't figure out a business name.

Even if you were able to contact them, they still wouldn't fix the issue. Reglazing is a bandaid and companies know that. I bet your warranty would be void anyway by using soap, by placing the soap directly on the tub, or anything else that falls into the normal use of tubs.

You can get hundreds of bids, but they all will be very expensive if you use retail companies. Join a few real estate investment groups on Facebook and look for who the investors recommend.
