I just had a quick question.  I'm wondering how people usually tell if properties are appreciating in certain neighborhoods?

There's probably an easy way so excuse me if this is such an easy question to answer.

I'm very new to REI and trying to figure out the basics right now. If you could explain the part where you said:

"refinance and cash out with an appraisal of $65k, pulling enough cash out" that would be great."

I'm not really sure what happens during a refinance, what it means to cash out and pulling the cash out means... :/
