technically, yes...    Just make sure that it is your best option to finance the project considering the potential risk...

As far as what to renovate it totally depends on the house...  We've bought a lot of dated houses so we do almost everything from the roof to the kitchens and bathrooms, to the landscaping.

Every house is going to be a slightly different rehab and some houses will be very involved and some will be very simple.  Kitchens and bathrooms are extremely important but if you find a reo or a house with a great new bathroom or cabinets it may not be cost effective to replace them.  Same goes for a roof... if the house has a newer roof great, if its on its way out, replace it...    People are skeptical when they are looking at purchasing a rehab so it's a fine balance of not skimping out and not overspending.

welcome jessica,

you don't NEED a real estate license.  some people prefer to have one for flipping.  That question alone is covered through pages of debate on this site.  To get started I would browse the site a bit and remember to keep it as simple as possible don't make it something bigger than it is.

here is a topic back from the dead.  Most counties make it easy enough to check public record for probate.  From there market in your favorite way.  A white professional letter is typically preferred for probate.

Not to sound vague but that is really up to you.  You've gotta define your criteria.  What year houses are you looking for, what price range, what type of neighborhood, and on top of all that you should network with a realtor and see what areas are "hot"

David, there are a lot of good articles under the learn tab of the website that could help you answer some of these questions.   Numbers vary for every project, how to choose a property really depends on your criteria, and one of the better ways to find a good contractor is through word of mouth.

I'm in Bucks and Montgomery Counties.  There are definitely plenty of investors in those areas.  I believe Philadelphia and it's suburbs are a fairly strong market for buy and holds.
