You could always make the deal contingent on the seller getting the house re-mediated to fall with the meth limits given by the city.

You cannot pursue eviction as they are not in violation of their current month to month arrangement. You can give them notice that you are not continuing their month to month lease by giving them the proper notice that is laid out in their current lease.  Your lease has no bearing on them unless they were to sign it.

Yes, you need to make sure you get the security deposit in the transfer of ownership.

I would do the extra bath and bedroom.  You should easily make your money back in rent and at the end sale.

No eviction is needed.  Just notify them your intent to terminate the month to month lease.

Do not sign a lease with them until they are in compliance with your rules.  As they are currently month to month it will be easier to get them out.

I consider window screens a requirement.

You just need to give 30 days notice that you will be ending the month to month tenancy.  Send it out before the end of the month letting them know they need to be out by the end of October. There is no need to mention the dog or give any reason.

At the time of lease renewal you could either have an addendum requiring renters insurance or make up a new lease that has that clause in it.
