You are speculating that she is a great tenant. If you aren't willing to give up a months rent to see if she is a great tenant then you should keep looking for someone who can move in sooner.

True service animals are not considered under a pet policy.  You can't charge a deposit or a monthly fee for one.

As @Brie Schmidt said what you are doing is a clear Fair Housing Violation. HUD allows two per bedroom plus one.

Locking out access to where the water shutoff valve is seems like a recipe for disaster.

Whoever the owner is needs insurance to cover the house in case of a fire etc.

It is not your burden to be the school district police.  You have knowledge in good faith that the child lives there.  I would write the letter.

I would look for a new property manager.  Those seem excessive.

I think renting until you get your credit back up is a good idea.  I doubt you would qualify for a loan at this time to buy another house anyway.  When you are back on your feet house hacking would be a good first step to get into investing.

Unless there is a specific clause that allows you to raise rent mid lease it is not allowed.
