Each county has the excess funds generated from tax sales of property within the county. It can be claimed for up to 10 years after the auction. After that it is forfeited to the county.

Can this list be requested by the public?

It's not a "regular deed" until the title is cleared. Ask the attorney doing the closing to provide a title report that spells out specifically what is needed to get clear title for a warranty deed should you desire it in the future. You may only need a quitclaim deed from the previous title holder. You may have to pay $3,500 for quiet title action. You may can even to do nothing, and just rent it out as it.

UPDATE: The Judge never ruled. These apartments have now converted to a deed.
