I like your approach in making it as convenient as possible for the tenant, to a point. That being said, I would go ahead and put a time frame on it so they can choose the day that works best for them and don't leave it open ended. Let me know if you need any advice on anything!

You are able to self-manage since it is just one property, but I would disclose that you are an agent.

Unfortunately, this is affecting your rental. I think your property manager should be diligent in contacting the City and they need to contact the owner and let them know there is an issue.
