Tenant neighbor has 9 aggressive dogs that are chained outside

Hi,

A tenant that lives in the house adjacent to one that I own has 9 dogs. City ordinance says they can only have 4, I contacted the city and they are supposed to be removing them on the 4th. Have any of you dealt with a similar situation, where a tenant's dogs affect your ability to rent a property? What actions should one take? I am planning to reach out to the LLC and inform them of their negligence in this matter, I hope they don't renew the lease with this tenant.

How else would you deal with this situation?
