Unless I'm misreading the content of your question, the title of this post is misleading. It doesn't sound like a syndication. Discuss with your partner what he can do so that he's actively involved.  

Also as @Basit Siddiqi suggested everything is negotiable. My suggestion is to create a list of responsibilities and assign each of them a percentage. Then allocate these percentages to either person A or person B, depending on the agreement. 

If I were to use a pizza pie as an example with eight roles, each of these roles will have a weight. Now just like with pizza slices, they are not all equal. The same concept would apply to these roles and percentages assigned to them. Makes sense?

As others mentioned, review various types of RE investing available. Decide which one resonates with you the most. Study all about it while at the same time growing your funds. Also networking with like-minded RE investors in the space of your interest via meetups and conferences (most are virtual for now but plenty available).

You're received a really good feedback here. I second what @Chris Seveney mentioned about considering the tax aspect and notes for your SDIRA. And @Brian Eastman detailed various options for you in terms of self-directed. I think your first step is to decide on the type of account you can/want to open and then look into investing options that qualify for this account and will allow you to leverage the tax savings.

Your best bet is to discuss your personal situation and long term plans with your accountant as there're several factors to be considered here including your tax bracket, REI plans, job/career - current standing and long term plans.

In addition to building the relationships, as @Taylor L. stated you need to be able to show you can close. Consider practicing on smaller deals or partner up with someone else who has the experience. If you help them by leveraging your best expertise, they'll help you close your next deal. 

Outside of it, need to have a very specific criteria for the brokers and need to be able to show POF to ensure you have funds to invest.

If you plan to syndicate deals down the road, you will need

1) team of professionals: lenders, insurance agents, attorneys, CPA, property manager, inspector, broker (unless you'll have your own deals), etc... Start building such team.

2) source of capital: investors. This one takes time and patience. Start building relationships with potential investors early on, so that when you have a deal, it'll be easier to present it to them

Partnering with other people on an investment is similar to marriage in a way. So until you get to know your partner(s) well and have full alignment with them, try to avoid partnering with anyone at all costs. 

Note, I don't want to discourage you from partnering, rather give you an idea of how to view partnerships. Also, when you do decide to partner up, ensure that you have a thorough attorney who will detail various clauses in the partnership's operating agreement.
