@Abed Asghar Where did you get your direct mail leads from?  If they weren't exclusive leads, you may have been sending mailers to people who'd received the same mailers over and over.

@Rich Hupper There are people out there who make a living finding people like this.  Search for skip tracers.

You can also try searching Facebook for the name.

Type in just a street name.  I used "shell" as an example.  Click Search.

Scroll through and look in the right hand column.  Some of the homes will show "prior payments due - view details."  Those are the home with some back taxes due.

@Nick Marie consider mining the data that is publicly available.  What I've done for people is use the public records to look up the tax records for every home in a particular zip code, then filter those down to the homes that are more than 1.5 years delinquent, then pull home details on those homes and sort down to only the type of home the investor was looking for.  It results in a much more tailored list of homes that are in distress.

Code violations are also good, but not always publicly available.  Sometimes those can even tell you which homes are vacant.

If you have a big list of address that you want to quickly put on a map, you can use Google Fusion Tables.

@Perry Mcintyre What is your area?  Depending on the county, you can get a good deal of marketable material out of public records, then use that to tailor your lists.  Instead of just absentee owners, for example, you could hone in on absentee owners who are at least 2 years back on taxes who own homes with at least 1.5 bathrooms.  It takes some doing and there are some firms out there who can help you with it.

Are you narrowing your list any or just mailing all absentee owners?

I think the best way to get preforeclosures is to either go directly to the publications that advertise them or, if you want to get an even bigger head start, the county register to keep track of substitute trustee assignments.
