I don't think the setup is the same here (no HOAs or required mgmt companies), but what you're saying about it basically being a racquet rings true.

A good negotiation in my eyes is like a rally in racquet or paddle sport- if it the current owner is willing to "give it away" then you either paid too much or could have gotten more.
