For a tenant requested early termination, I will often negotiate a smaller flat amount they will owe to be reasonable to them and only enforce the full amount due under the lease for an eviction. 

How do enforce it?

We are getting better at enforcing all of our rental agreement terms quickly and moving people out who continue to be a problem and those that can't or won't pay.We end up writing off bad debt instead of going to small claims court, because the chances of getting money after a judgement is slim and a lot of work.

It's all in your state's definition, your actions, and a REC or AG ability to enforce.

It appears you are always able to enforce your lease.

How is the enforcement down there?

It's primarily up to he local code enforcement officer.

I had a local bank say they couldn't accept them anymore (they never enforced before my tenants moved but it was a pain to even think about transfering).  

A transient occupancy terminates when a transient occupant begins to reside elsewhere, surrenders the key to the dwelling, or leaves the dwelling when directed by a law enforcement officer in receipt of an affidavit under subsection (3), the party entitled to possession, or a court.
