Steven, as an investor, would you be afraid that the entity that owns 40% of the complex may go bankrupt  or decide to stop paying HOA fees, or a number of other issues, and that will affect the other owners?

I've also found it handy to be able to do some minor handy man type of things around a house and am not afraid to seek out information about how to do improvements on my own or looking for someone who can fix things or even replace things that I can not.

It sounds like you are either afraid of him getting mad or getting his feelings hurt...either way that makes you feel bad. 

Tell them your afraid they might not get the work done in a timely manner and you cannot release your EM until they have the work complete.
