Will the water co install a 2nd meter in a two family home?

Hello BP members. I recently purchased a two family home and I am afraid that the water bill could be an issue. In Cleveland, the water company is allowing tenants to transfer the water bill in the tenants name, However, there is only one water meter currently installed at the property and I do not know if the water co. would install a second water meter? Has anyone dealt with this? Second to this question, is it wise to put a washer and dryer at the property if I end up being responsible for this bill? PLEASE HELP!! Thanks so much!!

Water company will not. Company called Guardian will though. Either way, water will still remain in your name, but you will have easier time back charging tenants
