I would suspect if the HOA fees are "significant," they should be able to produce some sort of financials, and if they can't, maybe that is a warning sign (poor management, likely increase in fees or assesments) to take into consideration as well. 

I don't think so. in my opinion none of this is even necessary. they bought the house for $9300 and they don't strike me as the sort that will put anything into a remodeling budget, so why not be honest and straight forward.  

Is this sort of thing common?

There was an issue with the inspection, Agent was supposed to come back Thursday or Friday but  there's nothing.I am sort of peeved that the agent was lying about having them the whole time.
