On better neighborhoods it will be closer to 1% or slightly lower on that metric but in those cases there is more hope for long-term appreciation.

there is a house in my neighborhood that I believed is vacant, several tax liens, yard is very overgrown, never see any activity.

Maybe you know the area or live next door and have a better idea than most about the values in the neighborhood.
