Most North Jersey markets have a pretty high barrier for entry in desirable areas so this is a good idea. 

I am a fan of Fairfield County because of the lower taxes, but the entry point is a bit higher down there. 

However, it does have a lower entry level and has quite a few homes that generally need work.

But, it's just a dirt path...there's no driveway or formal entry to the house.I agree was may legally already have an easement...if that's the case, would my next steps be through a real estate attorney or the Planning Office (Planning and Zoning have not been helpful at this point)?

It's just a really weird world with (just about) zero barrier to entry.
