Send them a final bill and give them a deadline to contact you to arrange a payment plan or tell them you will see them in court.

Renovations we're poorly done, city fines, monthly repair bills, apparent negligence in screening tenants, then the vandalism incident that will cost me 20k.

It turned out to be a notice that the city was going to shut the water off from the utility bills not being paid.

he says NOI / Property Value = Cap ...

Finding good contractors and subs are not easy and some of it has to be via trail and error.

I would feel really stupid if I just hired a handyman or plumber and they would tell me took them 30 seconds to fix and $100 bill. 

Bristol is a very nice small city- located on the edge of going rural, but not convenient to the highways- decent taxes, good water bills, and the town government is ok.
