For right now I'd say best return for your money would be craigslist/direct mail and any SEO you can do for your website to eventually rank on the first page of google and get good organic leads.Craigslist is easy... not getting ghosted is another story :) just don't spam your posts too much and you'll be fine.

Yes, it's owned by an organization but I was able to find an email address for a contact person with the organization, so I emailed.
