Need Phase 2 Help in NJ
We are buying a plot of land where we are planning to build some retail space (in talks with a national franchise already that likes location).
We did the Phase 1, which found nothing. However, being that we are next to a gas station, they recommend Phase 2 testing to be sure. The quote is coming out to 8K for testing. I thought this way high and was going to see if I can get feedback from other members on companies they used that were reasonable so I can get a few more quotes. Also, is it ok to let a different company do the Phase 2 ? Please Help as this is very new for me ( I own a few multi-families and have done all the oil tank,etc. stuff but this is very new for me).
I am not looking to quibble over a few hundred dollars but in working with multi-family contractors, I've had quote difference of several thousand and have saved a lot of money shopping around. If you think this is reasonable and just go with this quote, I'd like your opinion as well. Again, very new at this Phase 2 stuff and hoping to get help from you experience Bigger Pocket folks.

Here are the key tasks and costs:
Task #1: Complete ground penetrating radar within and around the area of concern, delineate and mark out all underground utility lines and underground anomalies. ..............................$1265
Task #2: Complete 4-6 soil borings with track mounted Geoprobe hydraulic direct push rig,
within the areas of concern. Boring rig to complete investigation boring to a depth of ground water or refusal, which ever occurs first. Field screen borings for volatile organic compounds. Collect information for boring log. Drill rig and supplies ($1100) Project Management/ sub surface evaluator($1000). Soil sampling Equipment & PID ($300) = $2400.
Task #3: Obtain 6 soil samples, biased to field assessment. Obtain 1 sample from each boring at elevation 0.5’above the saturated zone, or biased to PID screening results, for EPH and VOC analysis. Obtain 1 ground water sample, analyze for VOC compounds $1800.
Task #4: Data review, project management, Site Investigation summary report $2500
