In the past, I have offered $500-$1000 if they are willing to be out in 15 days without any additional damage to the property.  

The investor rehabbed it for $25,000 & it's now definitely worth $89k.In fact he just got a $10k insurance payout for the Barn that was seriously damaged by the last winter & ice.

Are there any laws specific to Ohio that causes complications with the traditional wholesaling model?

I really don't want to walk on the deal but without it being my house I can't even get behind the walls to know the extent of the pipe damage. 

I've got carpet upstairs and I know dogs can damage it, but the carpet is already old and I know they'll need to be replaced anyways the next time this place goes up for rent.
