@Tim Walker, as for ordinances I suggest you do your own research.

Put everything on the proper paperwork (PA amendment or whatever your Realtor suggests) and make sure the lender is in the loop (have them review language, etc). 

If I were to offer value, I would suggest that it doesn't need to be perfect from the start.

DFW smokes most markets when you take total returns into consideration.If you are not cash strapped or don't have liquidity problems, I would suggest starting off in/around DFW and moving out from there.

Maybe more of an overhaul than tearing it out and replacing with electric...just curious if it's ever done.I'll follow your suggestion and get another electrical estimate or two.
