That sounds like an expensive solution to a problem that should be mitigated through other means (like freeze preparations, or regular property maintenance including putting food dye in the toilet to check for leaks and replacing the flapper, etc.).If you worried about flooding or leaks under cabinets and toilets, I suggest you use Lead Detectors (https://www.amazon.com/Zircon-Leak-Alert-Home-Pack...) - I use them in my house and rentals.And maybe you should involve the tenants somehow - if water utility is included, maybe you can cover up to a normal amount (and ask them to keep an eye on leaky toilets), and make them responsible for amounts beyond normal use.And lock the shared faucets.
