Whatever it is draft up a letter and send it certified mail of what the issue is and the steps they can take to resolve it.

meaning i will focus on 3/2 with smaller floorplanand contact usps to find out who else gets mail there

Everyone was notified 3x in mail and a flyer posted in the common areas as well as on each owners door. 

For actually sending out letters, input everything into excel, and then use microsoft office's "mail merge" feature to merge the applicable house / contact information into your letters.
