Besides registering it with the city and getting my lead certificate and registering with MD dept of The Environment, do I need a Use and Occupancy certificate?

The winning bidder can take possession as soon as they get their tax certificate, usually a few weeks after the auction. 

I was curious if it's worth my time to get a certification in property management as that seems to be a big blank spot in my mind.

USPAP (the appraiser's bible) requires each appraisal submitted to a client to state in the certification that compensation is not based on a predetermined result or value.
