The reverse is true for better areas.Another thing to consider is the attitude/expectations and upward mobility of tenants: Tenants in the very best areas may be "entitled" and expect a perfect unit and lots of improvements.

This may not even be in the right area but..I have a woman who would like to take out some type of equity on her mobile home (because it needs to be fixed up) to put down on a second home and use the rest to fix and rent her current property...Is there any way that this can happen?
