What is the process?

Hello everyone. I am interesting in buying a "seasonal home" in upstate NY. The area turns the water off in the winter which is why they call it seasonal. I am interested in buying the home and turning it into an all season home and possibly renting it out. Does anyone have an idea if it is possible with this type of bungalow house? How do I find out if I can do what I want before actually purchasing the home? I do not want to purchase the home and then find out the town board will not approve certain things ect. However I am not sure how I will get a contractors interest without even owning the home. The house I am interested in is here at the link below. Its my first project and I am not experienced with the process so I am trying to start small. I appreciate any help.
