With septic, if you get a tenant who is unfamiliar with septic or just doesn't care, they can destroy your septic system and cost you a lot by flushing non-septic friendly toilet paper, wet wipes, etc, and parking or driving on your drain field. 

It seems to me this amount of texture would be too much to skim coat and I'd be concerned with adding 1/4" sheetrock in that it wouldn't sit very flush over this extreme texture.

No flushing of wipes, paper towels, feminine products, napkins, diapers, etc.When our plumbers go out to the property I asked them to write down on the invoice what they pulled out.

Toilet - which one is best for rental (i.e. strong flush power)?

The biggest concern for this dwelling going forward would be tenants and foreign objects being flushed or using the correct type of laundry detergent. 

They couldn't flush a toilet or take a shower so I felt obligated to pay for hotel.

My neighborhood is flush with out-of-towners who have moved back home.
