Tenant keeps clogging toilet

My plumber told me this isn’t MY ISSUE

It is their issue.. they clog with WIPES and such.

Do I send them a bill?

How do I get them to understand that they are causing the issues

Do you have anything in your lease that addresses this?  If not, you should. 

For example, my lease says that "The tenant shall be charged for repair of drain blockages or stoppages unless caused by defective plumbing parts or tree roots invading sewer lines."  So, in a case like yours where the tenant is causing the toilet to clog with wipes, my lease would allow me to put the cost of clearing the clog onto the tenant.
