I have tried looking at the assessors pages, but they give tax history, who owns the property, etc, but not previous sales information.  

Your best bet is to contact the specific town engineers, assessors office, or zoning office (could be any of those depending on the municipality) of the town a property is in and ask them if what you are looking to do is possible and what the process would be for doing so. 

Most of us don't have the capital lying around that it takes for down payments for multiple investment properties.

@Andrea Minnillo, unless this is something you specifically asked about and were lied to, I don't think you have any recourse.

In speaking with one of my agents in the area, they said that small multi families lying units were all but phased out in favor of larger apartment complexes.
