But since I do not know the area, I don't know if the price is reflective of a bad neighborhood, or if that is just the going rate of the city. 

Obviously, on paper, I would much rather keep the home and rent it out having such great equity and an amazing rate. 

In that case you would want a fixed rate not a adjustable rate like a HELOC.
